How have you bridged the gap between being included but still feeling left out?

To reply to Gary's comment about the lack of complaints against rehab services. I'm in Canada, but I'm sure the system is the same. Recipients of assistance get beaten down by the constant begging that is necessary to receive help, and they learn to feel 'unworthy' or as if they have no right to complain.
Also, as you mentioned, there is a very real fear of being cut off from services, now or in the future, if one develops a reputation as a trouble-maker. There is such a paucity of services, stretched so very thin for so many people, that agencies look for excuses to make clients ineligible. Being known as a s***-disturber creates an easy out for the agency. The agency can then denegrate any requests/complaints by labeling the person as too demanding or unreasonable.
Your clients must have been so grateful (and lucky!) to have a counsellor with compassion!
