While there are codes for building(public and private), to ensure accessibility and a total barrier free environment, but there are no requirement to provide alternative egress facilities in multi-story buildings for evacuating people with mobility impairments in extreme emergencies.

High rise buildings are designed with fire-safety provisions for elderly and disabled people in fire emergencies. However, the current egress requirement in built environment has been designed without consideration for the special needs of persons with disabilities to get out of the building quickly in the event of a total evacuation.

As more people survive to older age, the numbers of elderly people with disabilities are rising. Most of them are working and living in high rise environments, especially in land scarce cities. They should be given an equal opportunity in evacuations, not dependent on assistance-evacuation or waiting for outside rescue to get them out of the building in extreme emergencies.

Fire authorites recognize the problem of evacuating and rescuing people from high rise buildings, especially elderly and disabled people. Some fire departments approve the use of fire elevators for evacuation of people with mobility impairments, while others deem this method too risky.

Many fire departments deem that a building's fire safety manager should be responsible for the safe evacuation of people with mobility impairments prior to the arrival of fire fighters, not dependent on the fire brigade.

Should an international standard be adopted by fire and building authorities to provide a clear definition of alternative egress facilities, building management responsibilities and procedures for the safe evacuation of people with mobility impairments in the event of total evacuation?
