My name is Roberta Gallant and I live in Concord, the capital of New Hampshire. I am 48 years old and encounter a mental disability that causes me to learn slowly.
On October 27, 1956 Jocelyn Gallant's and my mother and father admitted Jocelyn Gallant and me to the Laconia State School and Training Center (a residential placement) because of disabilities. At Laconia State School, Jocelyn Gallant and I became homesick. Jocelyn and I constantly cried, sobbed, and threw severe temper tantrums. She and I hated leaving mom and dad's house within Berlin, New Hampshire. For two and one half decades, I lived at the State School
Many other adult citizens and I lack some basic math, reading, and writing skills. While they and I were children at the Laconia State School and Training Center, New Hampshire deprived them and me opportunities to receive proper elementary and seconday grade school education. Laconia State School itself never offered private tutoring, which we needed. In 1975, residents' parents filed a class action lawsuit against the State of New Hampshire in an attempt to correct problems at the State School. However, the settlement left no entitlement funding resources for academically undereducated people age 21 and over to finish school as full-time students.
New Hampshire still owes those people and me appropriate math, reading, and writing education. My sister, Jocelyn Gallant, and I, have had to hire personal tutors to recoup some of that missing instruction. This cost Jocelyn and me too much money and has been unfair.
New Hampshire's Law RSA 186-C:7 and the United States Individuals with Disabilities Education Act (IDEA) are guilty of age discrimination! These laws protect children's educational rights but do not apply to adults. Regarding age, disability or health, every citizen should be entitled to an elementary and secondary grade school education.
The state and federal governments must remove the age restrictions from RSA 186-C:7 and part B of the Individuals with Disabilities Education Act, allowing everyone the opportunity to earn a high school diploma or its equivalency. By eliminating such restrictions, we will finally be able to obtain the education the state initially denied us during our childhoods at the former Laconia State School and Training Center.
