My medical history is very complex and began as a result of my exposure to Agent Orange when I was in the Marine Corps, traumatic brain injuries in boot camp and a traffic accident while in the military and on scheduled annual leave (covered by the United Sates Code Title 38 at that time as a compensatory injury).

As a federal employee, I was also injured on a Veterans Readjustment Training Act (VRA) program in which I was assigned to purchase Nuclear grade materials to be used by the DOE for top a secret Naval Nuclear Weapons Program.

When the cold war stopped in 1989, I was working alone in a Defense Contractor facility and began blacking out, loosing track of time. When I went to my doctor, I was diagnosed with a seizure disorder. When I asked my employer for help, I was sent to their employee assistance program (EAP). I was treated like a psychotic because of my Viet Nam Era service to my country. Previous medical treatment was for a skin disorder linked to Agent Orange.

When seizure activity got so bad, I was almost a vegetable. I was hospitalized. The EAP chose the hospital and the physician. No survey was done to determine if my work environment was safe. Seizures are caused by numerous things, including chemical exposure. A traumatic brain injury can induce seizures. And chemical exposure can induce a seizure if the brain is already injured. EFA treats kids who sniff chemicals and seize; they denied me access to determine cause.

The EAP was supposedly operated by professionals; it was created to prevent federal employees from traumatic crisis. Employees who participate are not to be coerced to resign their jobs by participating.

I was hospitalized, not knowing what happen to me or why I was experiencing those traumatic experiences (I wasn’t told I had epilepsy until three years later when I was forced off the job for my own health and safety) The doctor who was put in charge of my treatment was removed from the hospital for sexual misconduct and drug treatment problems with other patients.

As a result of the moron’s incompetence, I was treated with three drugs, one that causes seizures, one that coaxes them on, and a anti-seizure medication. One drug doctors recognized when they researched my history was Stelezine, a cousin of Halcion, which eliminates the human threshold to control seizures; it actually coaxes them on. I was labeled as a epileptic by a neurologist when I was admitted, records sent to my attorney.

I was kept in the hospital thirty days, released to go back to work; same experience. I couldn’t understand it. I loved my job. Traveling to work, I drove my car off the road into a field; my supervisor had me readmitted to the hospital. Medication was increased. Following discharge, I lost consciousness and fell in a uncontrolled area. When I came out of the coma, I was strapped to a back board twisted up like a pretzel. The left side of my head had a five inch blow, my glasses were smashed, my pelvis was dislocated, I had spinal subluxations, and my right shoulder felt as if it had been ripped clean out of my shoulder socket. I wasn’t sent to a head injury rehab; I was discharged in the care of my parents.

Thirty days later the same thing happened when I ventured out to attend a church function.

I was referred to a neurologist (unknown to me he was the same one that supposedly treated me in the hospital). I was weaned off two medications and kept on Stelezine and weaned on Tegretol.

My supervisor and veterans representative had the VAMC take over my treatment. I was given psychiatric examinations after coming out of two comas. I didn’t know who I was or what happened to me. The VAMC doctor obtained my medical records, he couldn’t understand why I was being given the drug therapy, and he tried to have it stopped, but the foreign doctors that the VAMC employed refused to do that. The VAMC refused to talk about what happened to me. It chose to blame my disability on my family.

Eighteen months later, I didn’t even know who I was anymore; I didn’t know I wasn’t allowed to drive a automobile. The state police chased me down the road one morning for eleven miles, in a trance, at speeds of eighty miles a hour. They had plans to run me off the road, when I regained control of my faculties. Moments before their plan was to go into effect, I pulled over to the side of the road, shaking like I was freezing to death.

When they finally calmed me down, they sent me back to the VAMC hospital, and I was later sent to a sanitarium.

I was sent from there to a psychiatric facility which supposedly audited my medical history and sent me to a epilepsy specialist, who removed me from the drugs "cold turkey."

Things got worse instead of better. I suffered a heart attack, I had pulmonary and respiratory problems, and my bowels shut down. These abnormalities were a result of drug withdrawal, according to the VAMC.

I went completely bonkers, I lost use of my legs after a day’s work; my wife had to help into my house and into bed. I used my arms to climb the stairs and dragged my feet.

I had colitis so bad, I took two changes of clothes with me to work. I wasn’t allowed to drive, but I was allowed to purchase Nuclear material for the Nuclear Submarine program.

I became the topic of all sporting conduct in the agency I worked for.

One morning I was working and my coworker came to work, bitching about our division chief; the coworker thought he should have been chosen to supervise the computer usage program. Instead, a lady who he supposedly trained but was a computer technician was chosen. This upset the guy.

I had too many problems of my own to deal with, and my seizures still were not controlled. One morning this coworker came to work, along with another man he was working with (I didn’t know not his name). They began horse playing with a handgun. Next thing I remember my name was used in connection with the gun. One of them said, "What we ought to do is get …all cranked up and have … blow that supervisor away." They used our names, which I am not using because my case is still in Court. I spoke hastily and said, "Wait a minute, guys; I have enough problem – don’t use my name in conjunction with a firearm." They called me several disgusting adjectives, and I went home.

When I returned the next working day, the guy was telling the plant manager how he got me all cranked up. Again I spoke in haste. I didn’t know what to do because the VAMC had me report their sporting conduct to my supervisor before. Next thing, this moron was calling his friends and telling them, and in all probability, he did the same when he was away from the office. No telling where he destroyed my character.

Shortly, that division chief and my supervisor came to see me and sent me home for my own health and safety while they performed an investigation into allegations that I was going to take a firearm a blow somebody away.

I contacted the BAR. A federal attorney notified the chief what they were planning to have me do, my medical history was ordered., and I was sent to a friendly psychologist who audited my medical history and found out what happened to me.

During this time, postal workers went berserk, shooting coworkers in two parts of the country. I was given the ultimatum to resign my job or face termination. I was already disabled from returning to work and placed on sick leave. I had to use my vacation and sick leave I accumulated to find out what happened to me.

The VAMC summarized I was injured participating in the EAP Program. They also summarized I could have been poisoned on purpose for doing my job or because some one was pissed off at the US Government because they lost their jobs when the cold war ended.

The harassment of my coworkers didn’t cause my disability. Their harassment was excused; mine wasn’t. I was punished because of another’s pride. The gun incident was never investigated, and reports were turned into the state police, district attorney, FBI, VAMC, DAV, DVA, American Legion, etc. I was put on disability, when I should have been put into a rehab.

It took me three years to get my disability award. For eight years, they have tried to take it away from me because my medical bills are escalating. I was threatened two days before Christmas, 1998, that, unless my doctor completes additional medical documents, they will suspend my annuity indefinitely.

On January 12, 1999, I was able to access the OPM office that administrates the medical call up orders for disabled employees at Boyers, PA.

I found out why OPM wants to stop my annuity:

1. Medical documentation was not correctly submitted to OPM or OPM did not review what was supplied by the medical team that sent the supporting data, or the medical team covered up what was done to me and only documented "depression."

2. Had I never filed a "claim for injury," the medical history that was sent to me by the Court of Veterans Appeals would have been lost.

3. OPM’s position is: They don’t care what the SSA awarded or what was found after advocates helped piece together my pathology. They don’t care how many Congressional investigations take place. The only way to put a end to this madness is for me to get all my doctors together and have them write a letter saying they improperly treated me and improperly documented my medical history or improperly diagnosed my application for FERS. Social Security informed me prior to my OPM conversation I satisfied the adjudication requirements of my SSA or I would not have been awarded SSA; OPM is where the problem lies.

4. OPM also informed me my Congressman is nothing but a liar, if he told me he hand-delivered my last call up to the director of OPM because security provisions do not allow anyone but Boyers employees on sight.

5. Medical documentation sent to the Court specifically states the VAMC knew I had amnesia, I was given inappropriate drug therapy, I had a seizure disorder, I fell in the accident April 21,1990, and received secondary injuries. The records also support : VAMC @ VANDT ZANDT in Altoona, PA, MHC director, Dr. Major Daniel Palmer - U.S. Air Force retired, tried to stop the destruction of his patient, but the VAMC would not allow him.

6. The TBI Act was not law when I was injured, Advocates for the Epilepsy Foundation, Forbes Avenue, were not there when I was injured, The Protection and Advocacy Program was not there when I was injured, and Title 38, requirements applicable to Section 1151 were not adhered to when I was injured.

7. The provisions of the Consumer Bill of Rights, supposedly an order to amend OPM’s past behavior, was sent to OPM from President Clinton. Those of us on retirement received a Senior Advisor from OPM, stating we consumers have the right to have our medical history properly documented and to have it changed.

My health will not allow me to concentrate efforts to change the past. I have missed a chance to enjoy what is in the present and what may happen in the future, due to another’s incompetence.

I had numerous operations last year. I am scheduled for three more this year, and the possibility exists I will loose a limb. My kidneys are nothing but scar tissue, my pancreas is not working due to the drugs and I am insulin dependent. A tendon was torn completely in two April 21,1990, when I fell; it wasn’t repaired until April of 1998. I had glucose readings of 1,000 for three years and was refused medical treatment for diabetes.

Romans 12:8 is one of the other commandments from God. Vengeance is mine saith the Lord.
